Bill Kline moved to Portsmouth in the early 1960’s and has remained since. His naval career brought him to the area where he quickly became involved with the Gosport Toastmasters, Cradock Lions Club and Portsmouth Jaycees. After leaving the Navy, he decided to give real estate and insurance a try.
A few years later he opened his own real estate firm. Bill became active in Realtor organizations, the Portsmouth-Chesapeake Board of Realtors and the Virginia Association of Realtors. He has held offices on numerous boards on the local and state level including MLS (Multiple Listing Service) and REIN (Real Estate Information Network).
As Parliamentarian of the Virginia Association of Realtors, he wrote a twenty-six page manual on parliamentary procedures which has been used by all local associations in Virginia. Bill was instrumental in forming the Eastern Shore Board of Realtors. For the past twenty-two years he has taught ethics and license law to new agents. He received the award for Virginia Realtor of the Year in 2003 and won the Code of Ethics Award twice. His twelve year involvement with the Portsmouth Jaycees included Parliamentarian for Virginia and National Director of Virginia. During this time he was named one of Virginia’s five outstanding young men by the Virginia Jaycees in 1971.
He was a member of the Portsmouth School Board for six years, the Parks and Recreation Commission for six years, the Portsmouth Industrial Development Authority for eight years and the Portsmouth Partnership Board. Other awards he has received include Volunteer of the Year by the Virginia Economic Development Association and Man of the Year in Sports by the Downtown Athletic Club to which he has been an active member for years. Bill is currently serving as Vice-Chairman of the Portsmouth Redevelopment of Housing Authority, Member of the Board of Directors of Bon Secours of Hampton Roads, member of the Portsmouth Sports Club, secretary for the Portsmouth Sports Club Foundation and active member of The Church of the Resurrection.
2006 First Citizen of Portsmouth -William H. Kline, Jr. has been selected as the 69th First Citizen of Portsmouth. This award is given annually in recognition of outstanding community leadership and service to the city and greater Hampton Roads community.
